How can I get my Android connected to Windows 10 tablet?

Why can't I see my Nexus 5 when I connect it to a Windows 10 tablet?

I can connect through Bluetooth but then only get an option to sync contacts but no option to transfer pictures.

In Bluetooth mode, you will need to select the pics and then send it to the Windows tablet. On the Windows tablet, you need to accept the pictures. But first you need to make sure both devices are synchronized and connected before sending the pics.
