Welcome to Android Central! In general, it should, if the caller added an image to his or her Google profile, or if the caller is one of your contacts and the contact entry has an image.

Open your Phone/Dialer app, tap Menu>Settings, and see if there is a Caller ID by Google option. If so, turn that on.
