How can I get my tab enabled for voice calling

You'll need a SIM with data service and some kind of VOIP dialer such as Hangouts dialer. Plus a phone number that can be used to get a phone call on that device. By nature, a tablet does not have a dialer nor the radios typically needed to make voice calls so you're "stuck" using data service and VOIP.
