How can i get rid a big circle on my s9 screen?

I can't move or tap on this shady circle on my screen, it is really annoying. How do i remove it?

Can you share a picture? Sounds like an accessibility feature but that should expand or move around when tapped. Have you installed any 'weird' apps lately? Doss it move when you rotate the screen? Is it there over any app and/or lockscreen? If you boot up into Safe Mode, does it show up there too?
