How can I get Sarah.runtnc.net off Android?

Hi. Thank you for your help on Saturday. I am still working on follow ups to your good help. In the meantime, I have something else messing with my phone, too. It seems to be something called "Sarah.runtnc.net," so that a page with that on it keeps showing up and causing havoc . . I cannot even get on WiFi where there are good signals.
