Welcome to Android Central! Not all devices support moving apps to SD, and for those that do, not all apps can be moved. Go to Settings>Apps, select some apps, and see if they have a Move to SD button. If none of them do, then the device doesn't support it.

Also be aware that moving an app to SD only moves a portion of it, not the whole thing.
