How can I make my Android connect faster while making a phone call

I know this sounds like a very odd question. I have a pretty good Samsung that works fine but Im trying to get through, and yes this will sound odd but, im trying to get through for hockey registration and the lines jam. I used to use an old flip phone with cdma technology and got through everytime, usually first lol. But that service is discontinued here in Canada as of january so im stuck with my Android. Any thoughts or ideas would be much appreciated.

Which phone?
Which version of android?
Which carrier?
How good/bad is the signal strength at where you are calling from?
If it is not so good, is wifi calling an option for you?
