I want to connect my chromecast to my andtoid phone through wifi hotspot

I'm not sure that you can connect in that manner. Are you not able to connect it via a WiFi network (not hotspot)?

If the hotspot is completely open (no ports blocked), which is usually the case, it should work, but what are you plugging the Chromecast into? Are you sitting near a public hotspot with a TV set? (If you're trying to plug it into the HDMI port of a laptop it won't work - that's an output port, not an input port. You can connect the laptop to a TV set to use it as a monitor, but you can't feed video into the laptop.)

I want to connect my chromecast to my andtoid phone through wifi hotspot

You need a second device. I have an android tablet on WiFi only, an Android phone on 4Glte data and providing a hotspot for the tablet and Chromecast.

I can then use any Chromecast enabled app on the tablet to control the Chromecast Device on my TV.

But the phone itself can not cast to the chromecast since it is acting as an Access Point and thus can't connect to its own hotspot.
