If you can't even access your phone, the only thing I can think of is wipe the cache partition and factory reset the phone in recovery. Hopefully, you have your data backed up as doing this will delete everything on the phone.

Check if you can uninstall the app booting your phone into safe mode.

Is it a pre-installed app?
When you look at it in Settings, Apps, All, do you see options to Uninstall, Disable etc?
