How can I unlock a Galaxy J3 Luna Pro

Someone switched the sim card in my phone and I need the phone and sim card unlocked.

Welcome to Android Central! What do you mean that someone switched the SIM card? Your SIM card is tied directly to your account, so if someone put in a SIM that doesn't belong to you, you can't use it on your own account.
