I thought Verizon units were locked but an electronics vendor is selling unlocked ones unopened

That would be a different story, correct :) But yeah, Verizon phones have been SIM-unlocked, in theory, to allow travelers to use their phones abroad with another SIM, but like you've seen, it also allows anyone to just get a Verizon contract or phone and sell it online.
 
All (new) Verizon phones are SIM unlocked right out of the gate.

This is nothing new. LG is finally able to do what Apple, BlackBerry, Google, and Motorola have been doing for awhile now.
