How come Android cannot accept a single file of over 4 GB?

I been struggling to send a single blank file of over 4 GB into my phone. How can I do this? I know how to create a blank .img file using fsutil command on Windows, but the problem is that Android cannot accept anything bigger than 3.999 GB.

Reformat the card as exFat, or ntsf. Then you will have this functionality.

I think I willl reformat my SD card to be able to use exFAT. I guess I will try to make Windows 8 installed as if it was from USB inside it through drivedroid. Seem like Linux is not a option if I want more than ~4 GB of free space
