If I understood correctly, the OP wants to auto connect his tablet to his phones hotspot. There's nothing wrong with that and there's no real harm in wanting to keep auto hotspot active.

i've used this before on my at&t note 10+, its a great feature. this is how i tuned it on=settings, connections, mobile hotspot and tethering, click on mobile hotspot even if its off, scroll to the bottom and turn on auto hotspot

Once it's setup you can activate it from the phone or tablet. It's fairly easy.

Based on the link shared above the feature is enabled on the phone, tablet software version would have no effect on that.

I have Verizon and followed this and auto hot spot is therez it says individual, if you touch that it gives you the option to turn family on.

This is on verizon branded ultra 20

Problem solved! Today my Galaxy Tab S4 updated to android 10 then magically in Wifi networks appeared auto wifi.....thanks everyone

I have unlocked note 10+, using it on Verizon. I was able to set auto hotspot up using Bixby routines when my phone connects to my 2019 GMC Acadia.
Might want to try Bixby routines.

I'm on att and use my mobile hotspot on my tablet, no problem.

On your Galaxy Phone head into your Settings Connections
Tap on Mobile Hotspot and Tethering
Tap on Mobile Hotspot
Toggle on Auto Hotspot
Once you have enabled Auto Hotspot on your mobile device, using your secondary device head into your Wi-Fi settings.
