How do I activate/install the camera in my Galaxy S3?

My daughter gave me her S3 when she got her new 6 but I can't seem to get the camera to work and cannot find the toggle for the camera to turn it on or off.

There's no toggle. When you run a camera app, it accesses the camera. When you don't, the camera is off.
