Activate services in accessibility

I found an app called Noyze which changes the volume control panel.I can't enable it because it says 'NOYZE NEEDS TO BE ENABLED IN SETTINGS>ACCESSBILITY.
I click OK it takes me to Accessibility but there is nothing called SERVICES there. What to do ?

How do I enable the app?

You don't see 'Noyze' listed there? That's the normal way when you have to allow an app to do things in Accessibility. Have you tried a simple Power Off and Restart?
