Welcome to Android Central! Are you sure the screen is even on? Could the screen be damaged? You shouldn't be able to dim it that far, unless you installed a 3rd party screen dimming app.

I can't think of a way to access the phone's settings from the computer, unless you had already installed something like AirDroid.
