How do I blow up a portion of a photo?

I'm trying to expand and crop a section of a photo.

For example: I have a photo with a bird in a tree. But it's very small. If I zoom in on the photo I can see the bird with decent detail. I'd like to save that larger image of the bird.

I've been looking for a way to do it in Snapseed but can't find away. Thought I'd done it before.

Any help would be appreciated. Even if it's a different editor. Preferably an android.

I usually just copy the photo to a PC, then use Paint.net to do things like that, but there are graphic editors in Play, so you could do it on the phone. Select the bird (or whatever part of the picture you want), copy it. start a new picture, paste, and you have a picture of what you selected.
 
Thank you both. @Mooncatt your app did the trick. I don't understand why Snapseed doesn't have the resize feature. That's the app I use most. But it looks like I'll have two now.

I have 3. Those two, plus Photoshop Express. It is similar to Snapseed, but with some feature tradeoffs and I can edit my DSLR RAW files with it.
