How do I bypass the activation process after a factory reset?

I am trying to use my phone that is not active for Wi-Fi and games for my son. So I did a factory reset and now it won't let me skip the activation process. It is an android prepaid Verizon phone

Factory reset put the device back in the state it was when you first got it out of the box. To all intents and purposes, you have a new device, so you have to set it up again
