How do I change my content filtering level on the Google Play Store?

When I try to install the app Last Day on Earth: Survival, which is MA15+ (Australia), it doesn't download and I get a notification saying Error - Your content filtering level does not allow you to purchase this item. This issue does not arise when I try to download other MA15+ apps. I have tried to find information to fix the issue online, and there are fixes for "Your content filtering level does not allow you to *download* this item" not purchase the item. Last Day on Earth: Survival is free. These fixes tell me to:
" Open up the Play Store app on your phone or tablet
Pull out the menu from the left and open "Settings"
Under "User controls" look for "Content filtering" "
I cannot find Content filtering under User controls.

How do I change my content filtering level on the Google Play Store so I can download the game?
