How do I change the default browser?

Change default browser - unable so far

I would like to change the default browser. Everything I've read says to go to Settings- Application Manager - All and select both Chrome and Internet, clear the cache and clear the default the next time I select the browser there will be a prompt to select the one to use. That does not happen. Neither app is set as default either, in fact the "clear defaults" button is grayed out. Selecting it does nothing. The Android version is 4.1.2. Maybe I'm misunderstanding the instructions. I've also tried stopping both apps, clearing cache, the default part is already not set. Nothing seems to work. Any ideas?

When you click on a link on a web page, you should get a choice of which app to open the link with, and buttons for Always and Just once. If you choose Always, the browser you have selected on that popup becomes the default. (Always = default.)
