How do I change the default location for storing contacts?

Change the default loction for storing contacts

on my Galaxy Note 4, the default location for storing new contacts is directly in the Galaxy device. I'd like to change the default so that the default location for new contacts is Google. How do I do that?

You don't have to, because Android backs up your contacts to your Gmail account/cloud by default. In near real time. Google IS the default location for new contacts.
What's on your device is just the front end of that contacts database that resides in your Gmail account/cloud.

That's a little bit wrong. When you create a new contact you should have a box at the top to select where you want to create the contact. It always remembers what you picked last so once you choose your Google account it will "default" to that spot.

Android doesn't "back up" contacts you created on the device unless you tell it to move the device contacts to your Google account.

Go to apps... Find contacts delete cache and data (ensure you have no names stored in the device.
Than turn off on phone.
Open contacts and you should now be given a choice where you want to store the name choose Google. After that all new names should be added to Google by default. Hope that helps.
But back up contacts first just in case

similarly I am trying to find how to "change" the location of a saved contact. When a new contact on my NOTE 4 is created, I can choose from a list of options where to save the contact... (google, device, exchange server, etc)

Once I choose a location, I cannot figure out how to EDIT it... perhaps I mistaken put a work contact on my device that should really have been on the exchange server etc... when I go in to the contact and select EDIT... I cannot edit the location of where it is saved. I thought this would have been possible... so now I have to re-create the contact?

Any ideas?

Once it is saved to and synced to a particular service, it can't be 'moved'. As far as I know it has to be deleted and created on the other service.
There is a good reason for that. Not all of the services support the same fields. So you can't just move a contact from one type of service to another.
