Apps being in RAM and apps running are totally different things. (Think of someone sleeping on a track and someone running on it.) Android wants as many apps in RAM as possible, so it doesn't kill an app (remove it from RAM) unless it needs the space for another app - then it removes the least recently used app. (A process in an app may be used by another app, so even though you weren't using an app, another app may have been using it.) The app being in RAM doesn't use battery - it saves battery. If it's needed again it doesn't have to be loaded from storage again (which uses battery).

If you want to see which apps are actually running, run an app like SystemPanelLite. (Greenify is a good way to save battery.)
