Hello. Welcome to Android Central.

The Play Store icon should be there. Try the Google folder of icons. It should have been factory reset for you so you can put your own Google account.
You don't download Play Store apps from a browser, OK actually you can and it's useful to do from a pc when logged in to your Google account, but if the Google Play Store app, Google Play Services app and Download Manager app are not enabled they won't download from your own Google account anyway.

1. If it's not factory reset, go to Settings - Storage (I think!, I sold my Samsung) - Factory Reset or similar words and go ahead. You will lose all photos and personal data but not the system or updates. Set up a new Google and Samsung account when restarted.

Go to Settings - General - Applications Manager - All column, 'Google Play Services, Google Play Store and Download Manager, touch each and they should be enabled.
If not there slide across to the next column labelled Disabled or Turned Off, and enable each by opening their app info page where there is a button.
Yes in Applications Manager they list as Google - -, but the Play Store icon is listed alphabetically under Play Store.

This covers basics, any issues please reply here with a user account (simple process).
