How do I empty HTC one "other" storage???????

I have a HTC One, tmobile version, and its calculating that "other" takes up 21.86gb. I don't know how this **** hasn't been answered somewhere on the internet already but it hasn't. Please do not comment with useless device usage question and retarded ***, "aint got **** to do with anything" suggestions.. I NEED THIS SOLVED.
Im guessing its saved backups that are accounting for most of it... my **** got stuck in a restart loop and i was afraid I would have to lose all my content so i attempted to backup several times... from the system they have in the OS and from the clockwork recovery... all my backups where infected with the restart infection so eventually the only way i could find to make the phone stop was to restore back to factory.. When I go into recovery mode and navigate to the restore area I have like 4 different dates to chose from.. Oh yea my ****s jailbroken.
SOLVE THIS INTERNET FORUM. YOURE MY ONLY HOPE.
 
Three obvious methods spring to mind:

1). Settings > Storage > Make more space; then click on Other to see a list of folders that have the biggest content (you can delete these folders from here)

2). Install a file explorer (I prefer ES File Explorer) and browse folders to delete individual files or folders

3). Install CCleaner (or similar) and run a clean-up scan

I have an HTC desire and I click on settings storage them make space but it will not give me an option for my 'other' storage and I do not know how to clear it please help it's taking up 3 an 1/2 Gb
