How do I enable Cell StandBy?

Cell StandBy

Has anyone figured this out yet?
I have Verizon and I can't seem to figure it out, I've done a cache wipe and I'm about to do a factory reset.
My brother got the same phone as my (Samsung Galaxy S6) and isn't having this problem.

Did everything but a factory reset.
This is only my second day with the phone so I'm going to let my battery drain, then i'll charge it over night and see how it performs in the morning.
If I still see the cell drain then I'll just perform a factory reset and hope for the best, otherwise I'm still getting better phone life then my old phone lol.

I'm 2+ weeks in and I still have the cell standby up the highest, way above screen. I get about 16 hours usage with around 2 or 2.5 SOT
