How do i fix my navigation bar

[Android Central Question]

I can see my navigation bar but when I click on it, it will do nothing. I have tried resetting it by holding the power button and turn it off and on.

Welcome to Android Central! Which phone, and which launcher are you using? Are you sure you're not set to use gesture navigation (and perhaps the nav bar you see is actually part of the wallpaper)?
