How do I fix the "Restricted access changed, Voice service is blocked" error on Moto E2?

About a week ago, this error message popped up all of a sudden. I don't know why!! Can you help me? Now I can't even call the emergency numbers!
I am using a Moto E2 released last year. There were no such errors before this happened.

If the problem disappears in Safe Mode, then something you installed is causing the problem. You may have to uninstall apps one by one until the problem disappears. If the problem persists in Safe Mode, then it's more likely to be a hardware or firmware problem.
