How do I fix "unfortunately, the process com.android.systemui has stopped." on an LG L41C phone

My phone is now giving this error everytime I try to restart my phone. My phone locked up and I tried to restart it, then get this message. I have tried removing the battery, that worked once but now I can't do anything because of this message. In order to remove it I have to take the battery out but when I turn the phone back on I get the message and am stuck.

You may need to reflash the ROM (if there's no hardware problem - if there is, it's cheaper to buy another one).
