Best solution on Android at the moment is Google Duo.
Light weight and only serves for Video chat.
There are many other options available as well, but most are not dedicated for Video chat and support multiple chat services which can slow the overall performance.
It's also optimized for lower connection speeds in weak zones.
Both parties will need to have the app installed for it to work.
