When I ask Google Assistant to play a specific song on my device, it tries to play a Google Play Music station (I do not have a subscription) and fails. How do I get it to play the track that is stored on my phone?

I don't believe it can. It will always try to stream it as far as I know. You can try adding your music to Google Play Music and putting it in a playlist, then ask Assistant to play that playlist.

Download a music player from the Google Play store.
You should then be able to tell it where you have your music files stored.
I've used PowerAmp in the past and am currently using Neutron.
