how do i get my axon 7 mini to update to 7.1 version USA

tring to add new 7.1 version to axon 7 mini USA and network unavailable keeps popping up WHY

That's a ZTE phone. ZTE has been banned from doing business in the US. Assuming that the ban is lifted some day, you'll just have to wait. (If it never is, maybe someone at XDA will capture the update file [it's normally deleted as soon as the update completes] and post it for download, with instructions on how to use it. [That's been done for many phones in the past, even though the manufacturers weren't banned.])
