How do I get my computer to recognize my Note 3 if I can't turn it on all the way?

Hi, so yesterday I made a stupid mistake and ended up wiping my OS from my phone, when i turn it on normally, i get stuck on the Note 3 splash screen, and if i hit Vol. Up+Home+Power it takes me to Teamwin recovery booter (What the previous root used), i'm trying to load a new ROM in and how do I get my computer to recognize that I have my phone plugged in if I can't get it turned on all the way?

You have to sideload the ROM with the "adb sideload" command within the CMD. If the adb doensn't recognize the phone while doing this, you have to install manually the specific driver for your phone

So on my Team Win recovery booter, i have the phone on "Starting ADB sideload feature", and I'm wondering how to get the ADB platform-tools folder on my PC, sorry i've never done this before, i received the phone rooted and when trying to reset it, wiped everything haha.
