how do i override a unauthorized factory reset

i have a samsung tab E. i am unable to access web browser due to an unauthorized factory reset

A factory reset puts the phone back to the condition it was in when you got it - all the apps you installed are gone. But the browser, which comes with the phone, is still there.

I don't think you mean a factory reset, but to help you, we have to know what did happen.
