How do I read messages that have a DOWNLOAD button?

We have two Samsung Galaxy S4 phones, one receives messages where the text is displayed and the other mostly shows only a DOWNLOAD button. I've noticed that this happens when both phones receive the same message as well as when one phone only receives a message. Once the DOWNLOAD button is pushed, nothing appears to happen. Is there a file created and stored someplace on the phone?

More importantly, is there a setting to eliminate the "DOWNLOAD" feature?

always include carrier name with such questions. anyway you need to make sure your APN settings are set per the carrier's instructions.
 
Our carrier is Consumer Cellular which uses the ATT network. I will check with them on the APN settings.
