How do i recover deleted files and store them put them on PC?

I would like to recover all deleted video on my Note 8. My current OS is Android 9. I would like to save these files to PC for review. Can anyone give me a detailed set of steps to do this?

Can I recover a video file after it has been deleted? None of the file recovery programs work. Would my phone need to be rooted?

Absolutely, if the file was stored in internal storage. (To access the part of storage that has to be accessed to undelete a deleted file, the app needs root access.) If it was on the SD card, PhotoRec will restore all files on the card, as long as a PC (Windows, MacOS or Linux [plus a few others, but Christophe hasn't written an Android app to do it]) can see the card. (There's even a utility, TestDisk, to restore deleted partitions, if you happen to repartition a storage device.) It takes a long time to run, and you don't get back the file names (it doesn't look in the directory, it looks in the storage area itself, finds what looks like the beginning of a file it recognizes [and it recognized tons of file types you've never heard of, as well as the few dozen common types], follows it to the end, and saves it (to another medium - it's forensic software, so it doesn't modify the original).

Yes. I looked in the trash. Nothing was there. I would be looking for a video which could have been deleted September 21st. The trash is deleted after 15 days. Is the trash feature new? I didn't even realize I had it until a few days ago.

Have you checked your gallery trash ?

It's been there for a while , do you have Google photos sync with gallery?
And also you have Samsung cloud back on ?

I do have Google photos, but it is full and I didn't buy extra storage long before September 21st. The Samsung account cloud storage was off. There 77 photos and videos in there, but I don't know how to access them.

IF, and it's a big if, you can get Magisk to modify the boot image file, and at least boot back with it (if not flash it), then you can root the phone without overwriting deleted files. Since the phone is out of warranty, rooting won't void it. (Magisk itself only modifies boot.img, which has nothing to do with where the deleted file was stored.)

But rooting any other way risks overwriting the very file you're trying to recover. (Even so, you have to install the Magisk app, and you have to install a deleted file recovery app, and there's risk of overwriting it by installing them.)

Bottom line, as the very old computer line has it, is that any file you don't have backed up is a file you don't need.
