How do I remove a virus and regain access to/use of my Motorola Droid 4?

Last night, my phone was hacked by the "Cyber Police" virus, demanding that I pay a fine in the form of a $100 iTunes gift card before my phone can be "unlocked". I've tried turning the phone off and on; I've also tried letting the battery run out and then recharging the battery before turning the phone back on. Nothing I've tried has worked. How can I regain access to my phone and wipe out this virus?
