Very strange , I have not come across this on Samsung phones , that's why I'm thinking something new on s21 phones

I dont' think its the accessibility menu. Because you can only use system settings with accessibility. But what the OP has does look like Accessibility from an iphone. So im thinking like @jope28 said it a launcher setting.

Yeah at first it looked similar to assistant menu but thats totally different, it could be the launcher OP using or something else downloaded

How may apps do you have? If it's not a huge number, maybe show us a list of your apps (or screenshots of your All Apps list) so we can see if any of them are more suspect than others.
