Reprogram it in what way? If you want to set it up on your carrier account, it could be as simple as swapping in the SIM card for your account. If you want to change the way the device works by rooting it, you need to provide more information as the process is different for different devices. Not to mention, there's still only so much you can do on your own.

I've the same issue but at the end I paid 500 pesos for reprogramming. But if u want, u can download the stockrom/firmware for your device and flash it using smart flash tool or if your phone is rooted you can use twrp or cwm to flash rom/custom rom...
