How do I set up older Verizon S4 to make/receive calls on wifi only?

I upgraded to S7 and want to give old Verizon S4 to family member to make / receive calls on wifi only. I don't see the appropriate options in Settings. Specific directions would be MUCH appreciated.

The S4 is not a supported device. Try Hangouts, and get a GV #.

Skype, BBM, Facebook Messenger, and Whatsapp are all other options as well that offer some type of voice and/or video chat options, over Wi-Fi.

Welcome to Android Central! Also, if you have some kind of landline service (like Comcast/Xfinity), check to see if they have an app that will allow you to make calls over wi-fi. Xfinity Connect allows the user to make and receive wi-fi calls that originate from the landline.
