how do I start a new post in the "phone wars" forum, is this for seniour memers only

I don't see any buttons "post a new topic" on that page. I just registered so is this for senior members only?

I was looking for a new smart phone , never owned one, so figured that section would be best one to ask, Now posted in the general section ,but don't see it there, does every new post goes thru a moderator before it's public?

Not evert new post, but the system does flag users with low post counts.
