How do I stop the "female for english (India)" download on Samsung galaxy s3

It stays in the notification bar saying it's downloading but hasn't actually been doing out for past couple of hour and is slowing my Internet conection down

Welcome to Android Central! Try going to the App Manager, tap Menu>Show System, select Download Manager, then Storage, then Clear Cache/Clear Data. See if that does anything.
