How to synchronize Contacts between accounts?

Phone: Verizon LG V10
Android OS Version: 5.1.1

1. I manually loaded all 90 contacts into the "Phone" storage.
2. I exported the contacts loaded to a file on internal storage for backup.
3. I then used the Contact Manager utility to copy the contacts to my other two accounts.
a) Exchange - Set up to my live.com account
b) GMail
4. I then "merged" the contacts from the three accounts. All contacts display all three accounts when opened.

Goal: Have each contact copied from the "Phone" to my GMail and my Exchange account and keep them all synchronized.

Problem space:

1: How do I add a new contact to the "phone" and get it copied to the Exchange and GMail accounts?

If I copy the accounts like I did before, after adding the contact, it makes two more copies of each contact that I have to delete. If I use the Contact edit feature, then pull down the account and hit save, it appears to just save the contact I created to that account, and does not retain the "phone" stored copy.

2. I tried manually adding the same information from my computer to the Live and Gmail accounts, but they don't seem to synchronize to the phone. Could it be that just the contacts are turned off from synchronizing, i.e. something needs "ticked" in the account setting somewhere?
