Does double-tapping a blank area of home screen do it? However that will only switch off the phone, not power it off fully.
The rear power button may need repairing.

If the power button (just pressing the button, not in addition to pressing one or both of the volume controls) doesn't bring up the power menu, something's broken inside, and the phone has to go to the shop. (It's easy to accidentally be pressing one of the volume controls when you try to turn it off, so look at the back and carefully press only the power button.)
