How do I turn on emergency alerts for my Samsung Exhibit 4G II (SGH-T659) phone?

I've noticed that ever since I got my phone back in 2013, my phone never receives emergency alerts. My phone is a Samsung Exhibit 4G II (SGH-T659). For what it's worth, my company is T-Mobile. I looked at the Settings for my phone and for my messaging, but I haven't come across anything related to it.
