How do you fix the error "Unfortunately, Settings has stopped" when trying to enable Android Device

I have a Mobicel SHIFT(Android 6.0) and every time I try to enable the Android Device Manager in Settings under Device Administrators, I get the error message "Unfortunately, Settings has stopped" and the Device Administrators page automatically exists after pressing "OK".

Welcome to Android Central! Are you able to do it in Safe Mode? On most Android devices, while powered on, press and hold Power until the Power Off menu appears. Press and hold the Power Off selection until the Safe Mode prompt appears. Tap OK.
