how do you stop an incoming call going to the notification bar first on a s9+

Welcome to Android Central! If you're actively using the phone (either a specific app, or you're on the homescreen), it's normal for an incoming call to show up as a notification -- this is to avoid a complete interruption of what you were doing. I'm not sure if there's a way to have the fullscreen incoming call screen show up when you're already using your phone.
