How does Power Saver Mode works?

Is this mode to decrease the brightness and processor speed ALL the time? or only when the battery falls under a certain %?

Also, does it really make a difference?

And how about the "Quad Core Control"? Is this something you turn on? Or is this just how the phone works?

Just checked the phone at the store. Ok. So they both have on/off. I still wonder how the Quad Core Control works. Does it turn off cores when not in use and then turn on when you're playing games, etc?

Basically throttles the cpu down and it depends on the dev or oem it helps keep the screen brightness low it can turn off the wifi when off idk

What if an app needs full power? Will it allow the CPU speed to go up and down dynamically?
