How long does it take for a phone to dry after being in the washing machine?

It may not. With such an old device it's probably time to consider replacing it even if it hadn't gotten wet.

A Power Off & Restart is the normal way to exit Safe Mode. But that would be on a phone not water-damaged, as yours may be. And if it isn't now, it may soon be, since such damage may be ongoing because of residues.
