Has it been 3 weeks already? You phones will ship when they get them, not sooner and you've been told within 3 weeks. After 21 day if you don't have you phone feel free to burn down the Google head quarters if you like. Until then have a beer, get laid, get some x-mas shopping done anything to get you mind off the nexus you don't have yet.
