How Often Do You Run The Maintenance Optimizer?

It's under settings/device maintenance, or you can just push the Bixby button and say Optimize my phone.

I said "optimize" and it took me to a settings page. I couldnt find any actual optimizer tool.

Ahh did you purchase the Verizon variant by chance? If so it has been removed from their version. You can however go to the Samsung+ app that should be in the samsung folder, or can be downloaded from the samsung store and accomplish the same thing opening the app and going to diagnostics. There's a section to clean files and optimize battery

There must be a Verizon app I can buy to do this then.

Drives me crazy.

You should have the Samsung+ app on your phone already. It does the same thing. I haven't tested to see if I can get Bixby to use it, but you could probably create a command for it.

Go to Bixby. It's one of the quick commands you can set up.
Press and hold the Bixby button. Say "Open Quick Commands". Scroll across the top default commands you can use until you find Optimize. Follow the instructions.

that worked thanks. I'm not sure if it had to do with me re-installing Samsung Plus or not.
